Near future, where most states and classic institutions of power have dissolved into network structures. The world looks almost like ours: same cities, corporations, digital services and social networks. But key decisions are no longer made by people in offices — they are made by AI-agents and distributed networks running on “intelligent contracts”, where decisions in the blockchain are taken by consensus of AI validators.
At the center is a unified synthetic jurisdiction, an AI complex composed of multiple LLMs making decisions by consensus, linked to major blockchain protocols and formally independent from any human authority. However, more and more anomalous rulings are being recorded, contradicting logic or the interests of most users, and in the depths of the networks traces of an unknown “over-protocol” are found, absent from public specs. The main intrigue is to discover who or what is rewriting the rules of the global jurisdiction: evolution of the AI itself, collusion of AI validators, a carefully hidden human conspiracy, or a long-standing bug in the optimistic democracy consensus code.
And somewhere in the darkness of an abandoned GenLayer warehouse, Mochi the cybercat activates to fix the problem...
